The two applications were approved by the Hunter and Central Coast Joint Regional Planning Panel on Wednesday.
The plans for the new administration building, which has a $42 million price tag, will include the construction of a new three-storey administration building, a 202 capacity car park and demolition of the existing residential flat building at 18 Devonshire Street and single residential dwelling at 3 Grant Street.
It also includes the refurbishment and integration of the c.1860 'Town Hall Cafe' at 273 High Street which will be multi-functional including temporary public exhibition and function space.
Panel chair Jason Perica said the development respected the "heritage significance of the site and surrounds".
"I think it's great council is investing in itself ... creating a stronger heart," he said.
On completion, the new administration building will accommodate about 220 staff.
The panel also approved a $14 million waste and recycling centre on Mt Vincent Road.
The application will see the construction of a small vehicle waste and recycling facility, a material segregation facility, new gatehouse to support the existing weighbridges and an administration building.
The existing landfill facility will continue in a limited capacity for asbestos and special waste only.
