Councillors voted on Tuesday in favour of placing the draft delivery program for 2018-2021 on public display.
Among the highlights of the draft is the planned completion of the $5.5 million Maitland Regional Athletics Centre, the construction of a multipurpose community centre at Gillieston Heights, and a new skate park at East Maitland.
The plan also includes funds for the development of a new waste transfer facility at Mount Vincent and further planning for a new council administration building.
The draft delivery plan also includes the draft plan for 2018/2019 operations, highlighting what projects will tackle in the coming financial year.
The operational plan will be on public display for 28 days.
