* Former Victorian premier Steve Bracks and former federal minister Jenny Macklin have been appointed administrators for the Victorian ALP until the end of January 2021.
* The pair will conduct a review and make recommendations on how the branch should be restructured so all rank and file members are genuine, consenting and have paid for their own memberships.
* The process will include an audit of the party's 16,000 current Victorian members to check they fit this criteria.
* It will also suggest a process by which members can be audited on an ongoing basis.
* Mr Bracks and Ms Macklin will provide Labor's national executive with a scoping report at the end of July and a final report at the start of November.
* Mr Bracks insists the pair are "not factional" and will bring an "independent lens" to the review.
*It is unclear how culpable the party administration has been in the issue to date.
* "Our review will be really about finding out what has happened, why it's happened and what we can do about changing it," Mr Bracks said.
* The branch-stacking scandal has been referred by the Andrews government to the Independent Broad-based Anti-corruption Commission and Victoria Police to investigate.
* Victorian ombudsman Deborah Glass has also been asked to review the issue, with the Victorian opposition making a successful bid in the upper house on Wednesday to have the scandal referred to her.
