Wests celebrations began when Shaun Hill caught Liam Dalboziek on the long-on boundary off the bowling of Elliott Lewis to end Kurri Weston's innings on 216 in the 70th over.
A swat for four off the hips by City United all-rounder Nick Bower gave City a four-wicket win at Robins Oval with 14.3 overs to spare.
City opener Wayne Dunlop was the hero with the bat setting up his side's run chase of 6/207 with a classy 92. His opening partner Andrew Vickery made 25 and Anru Kriel was next best with 20.
Norths paceman Mitch Field put in a herculean effort to ensure they challenged all the way finishing with 5/30 off 20 overs.
City skipper Matt Trappel said Dunlop's knock and a great effort by the City bowlers to 8/204 after they resumed on Sunday on 3/160 with 12 overs to bat.
"It's just always a good game against Norths, the win's never in the bag and we had to fight for it.
"It was in the balance and they were probably ahead coming into the day with wickets in hand but to show the fight in the 12 overs to keep them to 204 was really where we won it.
"Then we had to do the job with the bat and Wayne Dunlop was outstanding. He really stood up today and was probably the difference between the two teams.
"It's a good game to have under your belt heading into next week."
City will, however, be sweating on the fitness of leading paceman Tim Baker going into next weekend's final. Baker did not bowl on Sunday after feeling pain in his hamstring on Saturday.
He finished with 1/17 and his opening bowling partner Tim Burton took 2/62 from 22 overs.
Todd Francis showed his all-round value restricting Norths' scoring and picking up four wickets in the process to finishing with 4/38 off 25 overs.
Cal Gabriel continued his outstanding season with the bat for Norths top scoring with 77. Skipper Lincoln Mills made 41 and Ben Sugden 40.
Across at Lorn Park, Wests backed up their first minor premiership in 38 years with a 47-run semi-final win against Kurri Weston.
Kurri Weston made Wests fight all the way, but as they have done so often this season the Plovers were able to call on multiple players to stand up in key moments.
Whether it was four wicket hauls to Luke Kealy and Shaun Hill, a superb run-out by skipper Tom Irwin or Shannon Threlfo's steadying 58 on day one Wests had the answers to everything Kurri Weston through at them.
Wests day-one score of 9/263 had them in the box seat with Irwin contributing 44 and 30s to key recruits Hill and Englishman Elliott Lewis picking up the run rate after Threlfo's solid start.
Leigh Gibson took 3-36 and pace bowlers Steve Abel and Jack Sylvester both picked up two wickets each from long spells.
Chasing 264 was always a tough ask but Abel gave them a shot with a fine 73, backed up by last man out Liam Dalibozek with 36 and Josh Tuckwell 32.
Next week's final is at Lorn Park with play on Saturday and Sunday.
